Scope

- The World Health Organization issued its Global Report on the Prevalence of Tobacco Use (2000-2025), stating that tobacco kills over seven million people each year, despite the steadily declining use of tobacco globally in recent years. The report also claims that national authorities are slow to take action in reducing tobacco demand, failing to keep up with the set target of a 30% reduction in tobacco use by 2025 among people aged 15 and older worldwide. The current pace of decline indicates a 22% reduction by that time. The Americas is mentioned as a notable exception, with that target set to be reached by 2025.
- According to a European Commission spokesperson, while plain packaging is outside the scope of the existing Tobacco Products Directive (TPD), it continues to look favorably on plain packaging as an anti-smoking preventive measure. The Commission also emphasized that member states are free to introduce further requirements including plain packaging regulations on the basis of protecting public health. The UK, France, Ireland, Hungary, and Slovenia are some of the European countries that have already adopted plain packaging.
