Denmark remains an important European market for smoking tobacco, despite a substantial downturn in volumes since duties began to be hiked in January 2001. Between 2010 and 2020, consumption of smoking tobacco fell by 46.6% while manufactured cigarettes were down by 28.2%. Demand for cigars, cheroots, and cigarillos fell by 65% over the same period. Demand for smoking tobacco is forecast to fall 66.3% between 2020 and 2030 to 123 tons with FCT volumes down at 80 tons and pipe volumes, including pipe used for rolling, 43 tons.

Scope

- Consumption of smoking tobacco in Denmark has essentially been on a downward trend since the beginning of the 1990s. In 1990, overall consumption, including both pipe and FCT, stood at 3,215 tons, but the market lost half its volume by 2003 and has continued to see annual decline, dropping to a new low of 418 in 2019, with 365 tons forecast for 2020.
- Output fell 6.6% in 2012 to 5,471 tons as a result of falling exports and declining domestic sales. Output for 2013 was unchanged despite export volumes falling back. A 5.9% fall in 2014 saw output drop to 5,148 tons while an 8.9% fall in 2015 took output down to 4,691 tons. As with 2013, falling exports and declining domestic demand were behind this decline. While data for 2016 recorded output up 2.3% followed by a 2.4% rise in 2017 to 4,911 tons this was short-lived. Production volumes fell 4.5% in 2018 to 4,691 tons and by a more dramatic 13.0% in 2019 to 4,081 tons.
- Data released as part of Denmark’s most recent 2017 National Health survey suggests that 24.8% of men and 20% of women are smokers, of which 18.5% and 15.4%, respectively, are daily smokers. This translates into a smoking population of approximately one million adults in 2017 or 22.4% of the adult population.
- Approximately 50 wholesalers supply a variety of outlets retailing tobacco products in Denmark, of which there are approximately 14,000. Grocers retail most tobacco products and, together with co-operatives, are thought to account for around half the retail market.
