For many years, such garbage has been widely disposed of in near-surface sites. Only 0.2 percent of all radioactive waste by volume is designated as high-level waste in France, where fuel is reprocessed (HLW). The quantity of HLW generated (including spent fuel when deemed waste) during nuclear production is minimal; a typical big reactor (1 gigawatt) generates around 25-30 tonnes of used fuel per year.

Environmentalists and nuclear power specialists have expressed concern about the manner waste is being kept at Europe's largest nuclear power facility in crisis-torn Ukraine. The Guardian uncovered nearly 3,000 spent nuclear fuel rods inside metal barrels within towering concrete containers in an open-air yard adjacent to a perimeter fence at Zaporizhia during a recent visit to the facility, which is 124 miles (200 km) from the present front line.


Another risk is the unintentional release of radiation from spent nuclear fuel rods kept in pools of water at reactor sites. This would occur if the water in the pools leaked, causing the fuel to overheat. While the amount of spent fuel held on site is very minor, a far bigger amount of highly radioactive waste (including spent fuel) is stored at five regional sites around Ukraine. On February 27, one of them near Kyiv was apparently struck by a Russian aircraft. The fact that no radioactive debris was released was primarily down to chance and cannot be relied on in the future.
